NOTICE OF ELECTRONIC BATCH REGISTRATION FOR 2023 MAY/JUNE CERTIFICATE II EXAMINATIONS AND OTHER TECHNICAL PROGRAMMES

Following the stakeholder’s engagement meeting on Friday, 3^rd February 2023 towards the conduct of the May/June 2023 Certificate II Examinations and other Technical Examinations, the Commission would like to serve the following notices for your kind attention:

a) The Portal for the May/June 2023 batch registration will be opened on Monday, 20^th February 2023 and close on the midnight of Monday, 17^th April 2023.
b) Candidates should be allowed to check the correct spelling and arrangement of their names before the software is exported for processing.
c) CTVET will not accept responsibility for any wrong spelling and arrangement of candidates’ names.
d) Heads of Institutions should ensure that, all candidates are duly registered on the software.

Note: No manual registration would be accepted.

e) Ensure that the Continuous Assessment marks of 30% are compiled and entered on the software for Certificate II candidates only.
f) Check and ensure that every candidate is registered for the right programme before the system goes off.
g) Ensure that DBS candidates writing for the first time have the following entry qualification:
Five (5) GCE ‘O’ Level credit passes including English and Mathematics.
RSA or Ghana Commercial Examinations Stage II with passes in Four (4) subjects including English and Mathematics.

iii. SSS/SSSCE/WASSCE with Four (4) passes including English and Mathematics.

h) Ensure that the correct fee for each candidate is paid.
i) Fees for the 2023 May/June Certificate II Examinations (Core & Elective subjects) and other Technical Examinations should be paid directly to CTVET. (Refer to the fee schedule)
j) The number of candidates to be registered for a programme should not be less than five (5). Please be mindful of this Clause and comply with it.
k) The size of the picture should be 3cm x 3cm with a white background.

l)Technical Drawing is compulsory for all third-year candidates EXCEPT those pursuing the following programmes; Hospitality and Catering management, Cosmetology, Fashion Designing Technology, Printing and General Textiles.

NEW INSTITUTIONAL COOPERATION: BIBB COOPERATES WITH THE COMMISSION FOR TVET GHANA

BIBB maintains cooperation agreements with a total of 32 vocational training and research institutes worldwide. The latest addition is the cooperation with Ghana, building upon the committed cooperation of GOVET and CTVET.

The aim of the institutional cooperation is mutual support in VET-related activities, a continuous exchange of knowledge and information in the areas of VET reporting/data reporting, organisational development, dual VET, peer learning and, in the long term, cooperation in VET research.

“The vision to provide a world-class industry led TVET system which provides a globally competitive workforce for the social and economic transformation of Ghana cannot be fulfilled without having adequate information from the relevant actors in the sector. We have therefore made it our aim to learn from the best when it comes to TVET. When we talk about the best in TVET, then it’s definitely Germany and BIBB”. BIBB has already been working closely with the Commission for TVET since 2019 through the activities of GOVET. Since the beginning, the cooperation has focused on the development of a reporting system for the vocational education and training system in Ghana. As a key advisory product, CTVET produced a first TVET report, with GOVET’s support, which was published in August 2022. The Ghana TVET Report was the first in Ghana’s history to compile figures, data and facts on the TVET system. With a solid information base, decision-makers can shape the strategic direction of the system in a well-founded manner.

On the basis of this positive cooperation, there was mutual interest in formally linking the two institutions more closely through an institute cooperation and to open the way for further cooperation activities.

We are very pleased to have found the Commission for Vocational Education and Training as a highly competent partner on the African continent. The joint activities also include cooperation in the project “Bridging Innovation and Learning in TVET (BILT)”, which is coordinated by BIBB and the United Nations International Centre for Vocational Education and Training (UNESCO-UNEVOC). This is primarily about peer learning on current processes of change in education and work that arise from changes in technology, the environment or social upheaval.

GOVERNMENT BRIDGES THE GAP BETWEEN INDUSTRY AND TVET

The Government of President Akufo Addo has bridged the gap between the Industry and TVET over the last five years. This was made known by Dr. Fred Kyei Asamoah on Tuesday, 31^st January, 2023 during a press briefing organized at the Headquarters of the Commission.

According to Dr. Asamoah, the Government since 2017, has established Sector Skills Bodies which are made up of industry players and the academia to bridge this gap. Sector Skills Bodies are a group of related industries that come together under a common structure to drive growth and competitiveness across the sector by focusing on exploration of business opportunities, innovation and capacity needs within the sectors.

These Sector Skills Bodies play a leading role in the development of TVET curriculums and standards generation in the TVET sector.

In addition, the Government has also conducted Skills Gap Analysis and Audit. The findings from this report have contributed to the work of the Sector Skills Bodies to help with the generation and upgrading of standards within the Competency-Based Training (CBT) Framework. The Commission is also developing 100 Curriculum or Competency Based Training (CBT) packages from level one (proficiency) to level five (higher national diploma) of the national TVET qualification framework as part of the Ghana Jobs and Skills Project being implemented by the Government. These are in addition to the already existing forty-seven (47) curriculums which have already been developed by the Commission since 2017 under the new leadership.

Dr. Asamoah further intimated that, although one of the biggest drawbacks to the provision of quality TVET was the poor state of training facilities and equipment and lack of linkage to the industry, the government has invested massively in TVET over the last five years. The upgrading and modernization of all the erstwhile 34 National Vocational and Technical Institutes (NVTI’s) has been completed and inaugurated. “We are also constructing five (5) new District TVET centers of excellence ongoing with that of Anyinam and Pakyi No. 2 near completion whiles that of Assin Jakai, Manso Abore, and Akomadan at various stages of completion”, he remarked.

The Ghana-China Project for the rehabilitation and upgrading of Technical Universities and Technical Institutes which includes construction of new workshops/laboratories and supply and installation of equipment fit for disciplines in Electrical and Electronics engineering, Welding technology, Automotive maintenance, Civil Engineering, and Mechanical Engineering was completed and inaugurated last year.

Finally, the first phase of the construction of thirty-two (32) state of the art TVET institutions amounting to some $158 million,commenced last year (2022) in nine (9) regions. These infrastructural projects contain industry standard equipment and can be found in all the Technical Universities and selected Technical Institutes across the country.

The Director General also used the opportunity to thank industry players for their support to Government’s reforms so far, and called on them (Association of Ghana Industries (AGI), Federation of Professional Trade Association of Ghana (FEPTAG), Private Enterprise Foundation-PEF, Ghana Employers Association and the individual industries) to continue their support to The Government, The Ministry of Education and the Commission’s vision of transforming Ghana’s Economy through a robust TVET system.

Dr. Asamoah also used the opportunity to draw the attention of all TVET providers and institutions who are yet to be accredited by the Commission that, by law, that is; Section 43 of Act 1023, Education Regulatory Bodies Act,2020 and the Pre-Tertiary Act,2020 (Act 1049), every training institution in the TVET space needed approval from the Commission by way of accreditation to operate. He entreated all those who are yet to comply with this law to contact the Commission for modalities on how they can be registered and accredited.

NOTICE TO ALL 2021 CTVET CERTIFICATE II CORE EXAMINATIONS CANDIDATES

EXPIRATION OF GRACE PERIOD FOR APPEALS!!!

All Candidates who sat for the 2021 CTVET Certificate II Core Examinations are hereby informed that the period for appeals for re-marking of worked examination scripts has expired.

The expiration took effect some Six (6) months after the release of results, following the examinations; as indicated in the CTVET Examinations Manual.

The results were released in January, 2022.

Amnesty For Students With Expired Studentship Status In Technical Universities In Ghana

The Board of the Commission for Technical and Vocational Education and Training (CTVET) at its last meeting approved amnesty for students in all the tertiary institutions (including the ten technical universities) that were affiliated with the erstwhile National Board for Professional and Technician Examinations (NABPTEX) offering Diploma and Higher National Diploma programmes but have not been able to graduate due to various reasons.

We therefore announce that, we are granting amnesty to give opportunity to the affected students who were supposed to have completed their courses of study at the various tertiary institutions affiliated with the Commission from 2000/2001 academic year to date. We are encouraging these students per this amnesty to go back to their respective institutions and complete their programmes of study towards graduation and certification.

This exercise will cover a period of three (3) years, starting from 2022/2023 academic year to 2024/2025 academic year. We therefore entreat all affected students to contact their various institutions for the detailed implementation modalities.

Again, the Commission wishes to state that, the Board also approved with effect from the 2022/2023 academic year, students who gain admission to offer Diploma and Higher National Diploma at the various tertiary institutions affiliated with CTVET would have eight (8) years to satisfy all certification requirements, including the period for regular studies.

Free TVET begins next year — Bawumia

All seem set for the implementation of the free Technical and Vocational Education and Training (TVET) programme next year.

Vice President Dr. Mahamudu Bawumia dropped the hint at the lunch of the TVET Services in Accra yesterday.

Speaking at the well-attended event, Dr. Bawumia announced that “as part of implementing the TVET agenda, the government is establishing the first ever second cycle Applied Technical High School across the country.”

Programmes to be offered at the Applied Technical High School are expected to be designed as a career-based technical education which integrates career and technical education with a rigorous academic core and industry participation.

This, according to the Vice President would be benchmarked against international best practices and standards.

“Most importantly, the Applied Technical High Schools will build strategic alliances with community, industry, development partners and Government, to ensure that it is responsive to the national needs and expectations for socioeconomic transformation,” he emphasised.

Government, he said has already designated four new TVET institutions across the country for this programme.

So far, all TVET Institutions which are now captured under the Ghana TVET Service, are included in the next academic year’s (February 2022) Computerized School Selection and Placement System (CSSPS) for selection by the Junior High School graduates to enjoy the Government’s flagship programme “FREE TVET/SHS FOR ALL”.

There is also the opportunity for those who complete their TVET programmes to continue from the National Proficiency levels through Certificate levels to HND, B.TECH, M.TECH to the Doctor of Technology level with the National TVET Qualifications Framework (NTVETQF), which the Commission is implementing for TVET.

The Ministry of Education is said to have made significant progress with teacher professionalism to conform with global education standards.

Vice President Bawumia therefore, urged parents of JHS graduates to counsel their wards to consider choosing TVET programmes since these programmes are designed to equip SHS leavers with practical skills needed for the job market.

On her part, Director General of the Ghana TVET Services, Mawusi Nudekor Awity indicated that they we have successfully migrated all 139 new TVET schools unto the Computerized School Selection and Placement System.

With that, she said “successful candidates have now been given a bigger opportunity to see their TVET dream come true. We have organized community sensitizations and stakeholder meetings to encourage more young people to choose TVET schools.”

She pledged their unflinching dedication to deliver on their mandate and produce a world class TVET Service.

“Our graduates will be exceptional, we will restore hope to those who have given up. The Ghanaian youth will want to learn a skill again, self-employment will eradicate unemployment, TVET institutions will be full again, our Technical Universities will be flooded with applicants who want to offer technical and vocational courses, TVET will no longer be seen as an option for unintelligent and deviant people in society.

TVET will be the main stay of education in Ghana”, she said.

She continued “we are poised to show the world, that this new revolution is not a mere change in nomenclature, but a promise to deliver and leave an indelible mark on the walls of Ghana’s history.

We aim to strategically position the Service to be the benchmark of quality public service delivery”,

New dawn for TVET Education in Ghana…As VP Bawumia launches Ghana TVET Service

Government’s determination to make Technical and Vocational Education a priority has received a major boost following the launch in Accra of the Ghana Technical and Vocational Education and Training (TVET) Service by the Vice President, Dr Mahamudu Bawumia.

This brings together all the technical and vocational programmes run by 19 different Ministries under the ambit of the Ghana TVET Service, with the Director General of the Service reporting to the Minister and Ministry of Education, like her counterpart, Director General of the Ghana Education Service and other agencies under the Ministry.

The operationalization of the Service is also to ensure the smooth take-off of Government’s flagship programme “Free TVET For All”, under which all the TVET Institutions which are now captured under the Ghana TVET Service will be included in the next academic year’s (February 2022) Computerized School Selection and Placement System (CSSPS) for selection by the Junior High School graduates.

Performing the launch on Tuesday, 14th December 2021 at the Accra Technical Training Centre (ATTC), Vice President Bawumia recalled that before the Akufo-Addo government assumed office in 2017, many challenges including the poor perception of TVET, the multiplicity of standards, testing and certification systems, and an informal TVET system that had been neglected and detached from the formal sector affected the quality of TVET delivery in our institutions.

This made it difficult for the sector to become the key catalyst that could spur industrialization and decent job creation for the citizens of this country but Government, he assured, is tackling many of these issues.

“This Government from 2017, as part of the President’s plan to transform the Technical and Vocational Education and Training in the country, has been streamlining the TVET Sector to ensure that the sector becomes a central force of our national development agenda.

“One of many such initiatives to ensure this, is the establishment of the Ghana TVET Service. In 2017, Government formed a 15-Member Technical Committee with Membership from various Ministries and Agencies to establish the Ghana TVET Service.

“After extensive work and national stakeholder engagement, the Committee presented a Draft Bill to Cabinet for approval in 2019. The draft was later sent to Parliament and assented to by the President of the Republic, H.E. Nana Addo Dankwa Akufo-Addo on 29th December 2020 as “Pre-Tertiary Act, 2020 (Act 1049)”.

The essence of Act 1049, Dr Bawumia explained, is to ensure that all TVET Providing Institutions under the 19 Ministries are realigned to the Ghana TVET Service. Hitherto, these TVET Institutions were under the umbrella bodies such as Ghana Education Service’s Technical and Vocational Education Division (GES-TVED); National Vocational Training Institute (NVTI); Opportunities Industrialization Centre Ghana (OICG); Gender, Children and Social Protection; Ghana Regional Appropriate Technology Industrial Service (GRATIS); Community Development Vocational Institutes (CDVI); Youth Leadership and Skills Training Institutes (YLSTI), Social Welfare Training Institutes, Farm Institutes and Technology Solution Centres; and the Integrated Community Centres for Employable Skills (ICCES).

While improving the capacity of the country’s educational sector to create a more robust TVET Service, it is equally important to focus attention on the professional and capacity building of the facilitators and teachers who will train the young people in the various Technical and Vocational Training Institutes, Dr Bawumia noted.

“Thankfully, the Ministry of Education has made significant progress with teacher professionalism to conform with global education standards.

“I, therefore, urge parents of JHS graduates to counsel their wards to consider choosing TVET programmes since these programmes are designed to equip our SHS leavers with practical skills needed for the job market.

Addressing the fears of parents and guardians who may have been worried about a possible truncation of the educational path of children who take the TVET path, Vice President assured: “There is the opportunity for those who complete their TVET programmes to continue from the National Proficiency levels through Certificate levels to HND, B.TECH, M.TECH to the Doctor of Technology level with the National TVET Qualifications Framework (NTVETQF), which the Commission is implementing for TVET.”

The first Director General of the Ghana TVET Service, Mrs Mawusi N. Awity, pledged her outfit’s commitment to meeting the needs of the youth, saying “We will ensure the acquisition of skills by the youth and the elderly to enable them create jobs and help move our beloved Ghana forward.”

Government invests $1 billion in TVET institutions – Commits to more funding

The government has invested $1 billion in technical and vocational education and training (TVET) infrastructure over the last four years.

Among other things, the investment was channeled into the expansion of infrastructure and the provision of modern equipment for the technical universities, upgrading of 34 National Vocational Training Institutions (NVTIs), creation of skills development centres and training of instructors.

The Deputy Minister of Education in charge of TVET, Mrs Gifty Twum-Ampofo, who disclosed this to the Daily Graphic on the sidelines of a national forum on the government’s TVET transformation agenda in Accra last Friday, said the investment in TVET was a long-term measure to produce skilled human resource for Ghana’s development.

It was also part of measures to tackle youth unemployment, she said.

The government invested the funds with the support of its development partners.

Areas of investment

Mrs Twum-Ampofo said the $1 billion investment in TVET was channeled into the upgrading of 34 NVTIs, the building of modern TVET laboratories in 17 technical schools and TVET institutions and the retooling of all the 10 technical universities in the country with modern equipment.

“We are talking about industrial equipment and it has helped to foster collaboration between industry and academia because industry players do not have some machines so they collaborate with institutions to facilitate their work,” she said.

Additionally, she said, the Appiah Menka Skills Development and Entrepreneurship University had been established in the Ashanti Region to be a centre for capacity building and training of skilled people who could be globally competitive.

The Deputy Minister of Education said there was evidence that investment in TVET over the past four years had started yielding positive results, as many young people were now opting for skills-related courses.

“When I got to the Ministry of Education in 2019, students writing the final examination in technical programmes were 17,000, but those who just completed school this year were over 24,000.

“This is an indication that many young people are becoming aware of the importance of TVET,” she said.

Future of TVET

Mrs Twum-Ampofo observed that the future of TVET was exciting because skilled people would play a key role in the government’s agenda to industrialise and move Ghana beyond aid.

For instance, with the government seeking to bridge the country’s two million housing deficit, it was quite clear that people who had acquired skills in the building and construction sector would be the go-to people to execute projects, she explained.

The deputy minister, however, called on young people who were into TVET to change their mindsets and build positive attitudes that would help them excel in that area.

“TVET people must change their attitude and be aware that whatever they do, they must be committed and responsive to time because TVET is all about meeting deadlines,” she said.

Prudent investment

Speaking at the forum, the Director-General of the Council for Technical and Vocational Education and Training (CTVET), Dr Fred Kyei Asamoah, described the government’s investment in TVET as revolutionary, as it had ensured the provision of the infrastructure and equipment needed for skills training.

Again, he said, the move had helped to lay a solid foundation for developing the technical human resource needed for national development.

Dr Asamoah said the decision to move all TVET institutions under the Ministry of Education had made it easier to coordinate those institutions for their proper functioning, as there were reliable data for policy formulation.

He observed that the $200-million jobs and skills project that became operational this year was a major boost to the country’s TVET value chain.

Validation of Ghana’s TVET Report workshop held

The Commission for Technical and Vocational Education and Training (CTVET), has held a workshop to validate the first edition of Ghana TVET report at the Accra Technical Training center.

The validation workshop brought together stakeholders drawn from Private Sector, Industry experts, Sector Skills Bodies, Development Partners, Ministries and Agencies, policy actors and training institutions. Participants had the opportunity to review the report

The session was led by the Coordinating Lead for Policy Planning, Project, Research Monitoring and Evaluation (PPPRME) Division at CTVET. Mr. Samuel Thompson in his presentation said, “The report was put together by the Commission for TVET with technical support from the German Federal Institute for Vocational Education and Training (BIBB) and German Office for International Cooperation in Vocational Education and Training (GOVET).

According to him, the report provides information on major interventions being undertaken in the TVET sector as well as key issues relevant to that sector. The report will also provide a guide for policy makers, development partners and other government agencies in their activities within the TVET sector.

The report presents information on TVET governance, Access to TVET, Quality TVET delivery systems, TVET Financing, Industry engagement and International Cooperation.

The report also presents information on the skills required by learners for the future. These are the information we need to share.

Mr. Thompson added that we think we had positive feedback from our stakeholders about the report we shared with them, will incorporate most of the suggestions that came up and at the launch.

We’re committed to promoting TVET in Ghana – Education Ministry

The government has reassured stakeholders that it is committed to promoting and investing in Technical and Vocational Training (TVET) in Ghana.

According to the Education Ministry, the government is aiming at making Ghana a hub of TVET excellence across the continent.

These were in a speech read by the Chief Director at the Education Ministry, Benjamin Gyasi, on behalf of the sector minister, Dr. Osei Yaw Adutwum.

He was speaking at Friday’s closing ceremony for the 2021 WorldSkills Ghana National Competition.

He said that technical institutions at the second cycle level were being face-lifted as part of its agenda to make TVET a central pillar in the educational sector.

Benjamin Gyasi said that technical and vocational training in the country was being transformed.

“The government is retooling the entire educational sector, making TVET a central pillar, starting from the basic schools. Technical institutions at the second cycle level are having facelifts and the whole of TVETs are being transformed,” he said.

The government lauded the efforts of TVET students and professionals in the fight against the COVID virus.

He commended them for rising to the task and producing nose masks to limit the spread of the disease.

“During the COVID-19 lockdown, with all borders closed, Ghana was able to produce enough nose masks, for all citizens to significantly reduce the spread of the virus,” he said.

“With the site equipment, tools, skills, and mindset, Ghana beyond aid is plausible and possible,” he intimated.

Benjamin also announced the government’s decision to invest an additional $200 million into Technical and Vocational Education and Training (TVET) in the country.

“The government of Ghana has committed over $700 million to revamp and transform TVET over the last four years. The government is also committing additional $200 million dollars through the jobs and skills project to ensure there is quality in TVET delivery as well as to support MSMEs through the Commission for TVET and the Ghana Enterprise Agencies,” he said.
